Did you check to make sure that your firewall is allowing Guild Wars to connect? With updates that change the main files this can cause the firewall to act funny.

This has happened to me quit a bit, the first time I contacted Anet, they had me do quite a bit of testing, and then just said it was my ISP. After some practical common sense investigating, I decided to reinstall since my laptop version would still connect on the same modem. The reinstall fixes this, and apparently Anet can't come to that conclusion, so try that and it should work, its annoying, but it works.

I had a similar problem this morning.
Usually, the connect tab window only appears if I log in and the announcement screen is not visible yet-but I got an error message saying it was my internet or my router.
I closed GW, openend and it worked.
